

The Pre-Action Network was purposely designed in 1979 as a model to foster community/school ownership of, and serve as a catalyst for, Alcohol, Tobacco, and Other Drug Abuse (ATODA) Prevention.
Leadership for community efforts is provided by local Community Prevention Coordinators. Leadership in the school district is provided by the district's ATODA Coordinator.
This network of nine communities and school districts is coordinated by the Outagamie County ATODA Prevention Specialist. Funding for Pre-Action Network initiatives comes from Outagamie County, participating school districts, businesses, and various civic and community organizations. Fund-raising efforts are coordinated by volunteers who make up the Pre-Action Network Awareness Committee.
What we do
Generate Public Awareness - Providing factual information to county citizens.
Education - Education designed to improve critical thinking, learning, coping, and decision-making skills.
Community Organizing for Environmental Change - Civic action to improve the health of communities, families, and youth.
Provide Alternatives - Activities and experiences which provide a positive way for people to experience fun, "high", and excitement in a substance-free environment.
Public Advocacy - Advocating for laws, regulations, public plans and community norms and values that promote healthy choices and lifestyles.
